Conference on quality assurance of cross-border higher education, Paris, 5-6 November 2015

The Conference on quality assurance of cross-border higher education on 5-6 November, co-organised by ENQA (the European Association for Quality Assurance in Higher Education) and HCERES (the High Council for the Evaluation of Research and Higher Education, France), brought together colleagues working in the field of higher education from Europe, the Gulf, and Asia-Pacific region to discuss the most prominent issues relating to the growing phenomenon of cross-border higher education (CBHE) and its quality assurance. The conference also discussed issues related to recognition and ways to build reciprocal trust and better coordination of education provision across borders.

Background:
Through a wide range of research activities, the QACHE project, supported by the Erasmus Mundus programme of the European Union, has identified varying and unsystematic approaches to cross-border higher education and a lack of information about cross-border provision and its quality assurance.

To facilitate the quality assurance of higher education provided across borders, the project team has identified ways to encourage the shared responsibility of higher education between sending and receiving countries. Thus, the conference will describe different regional views and present the major outcome of the project, the QACHE Toolkit. The Toolkit offers practical advice to quality assurance agencies on how to best cooperate in cross-border higher education.

Furthermore, the conference presented examples of good practice in cross-border higher education from different regions.

Asia-Pacific Regional Forum, Macau, 22-23 January 2015

A small-scale regional forum was organised targeting the APQN member agencies in the Asia-Pacific region.

The purpose of the regional forum was threefold:

  1. to verify and collect further information on the host perspective;
  2. to inform the partner countries or potential partner countries of the state of art in QA of CBHE in Europe, by presenting the outcomes of the activities linked to the European agencies and institutions; and
  3. to facilitate the creation of collaborative links between European and non-European QA agencies and authorities. Other expected outcomes of the event were further policy dialogue within and between the regions, and enhanced mutual understanding of the approaches and policies to QA of CBHE.

The event gathered around 35 participants from QA agencies and other relevant actors in cross-border higher education (CBHE) in the region. Project partners from Europe and Australia also participated in the event, both to present outcomes of the other project activities and well as to discuss needs and opportunities for collaboration between agencies and relevant authorities in the future.

The event took place after the data collection in Europe and Australia was finalised, and when the agency surveys in each of the regions were completed.

The Asian Regional Forum took place on 22-23 Jannuary 2015 and was hosted by APQN member, GAES, in Macau. The event was open to participants by invitation only.

European Expert Forum, London, 5-6 November 2014

In order to validate the results of the research (the surveys, country reports, good practice cases and in-depth interviews) at the European level and to support the development of the project outcomes (toolkit and principles on QA of CBHE), a European Expert Forum was held in November 2014.

The Forum gathered around 45 participants including the project partners and the Advisory Board members, HEIs and QA agency representatives, as well as invited experts. Some participants were selected from countries other than the project partner countries representing countries or agencies which are working on procedures and criteria for CBHE.

The European Expert Forum took place on 5-6 November 2014 and was hosted by the BPP University in London, UK. The QAA (UK) was responsible for the practical arrangements of this event together with ENQA.
